WTB Bureau Chief Link Administration 5/30/2012

Chairman Julius Genachowski today announced that Rick Kaplan will step down as Chief of the Wireless Telecommunications Bureau and that Ruth Milkman, currently Special Counsel to the Chairman for Innovation in Government, will succeed Mr. Kaplan as Bureau Chief. The change will be effective mid-June.
 
NOI on DACA Link Administration 5/29/2012

The FCC unanimously adopted a Notice of Inquiry (NOI) seeking additional information on the role of deployable aerial communications architecture (DACA) in facilitating emergency response. Based on the discussion at the open meeting, the item seeks comment on the following:

• Advancements in DACA technologies and interoperability;
• Prioritization of service on a DACA system;
• DACA system performance;
• A mechanism for authorizing use of a DACA system; and
• International considerations for Canada and Mexico.
 
Turetsky Appointed Link Administration 5/21/2012

FCC Chairman Julius Genachowski named David S. Turetsky as Chief of the FCC's Public Safety and Homeland Security Bureau.
 
L2 Options Link Administration 5/21/2012

The Hill is reporting that it has obtained a copy of a letter sent last month from Mindel De La Torre, the chief of the FCC's International Bureau, to Rep. John Duncan (R-TN) about LightSquared. According to the Hill article, the letter states that the FCC is "continuing to consider all options for addressing this [LightSquared interference] issue." The article also reports that De La Torre said moving LightSquared to new spectrum might be possible if the FCC determined that it would be in the public's interest, but that no other spectrum bands are "immediately apparent as suitable alternatives."

Philip Falcone released the following statement on LightSquared bankruptcy filing:

"Today's filing was not an option the company embraced quickly or easily, but it was necessary to protect LightSquared against creditors who were looking for a quick profit, as opposed to our goal to create long-term market competition, job creation, and the promise of wireless connectivity for every American.

"The filing provides the company the additional runway it needs to resolve the regulatory issues necessary to move forward in building the nation's first integrated satellite-terrestrial 4G wireless network which, when complete, will increase competition and bring much-needed wireless service to rural areas. We remain committed to our original mission, and I remain steadfast in my belief that a path forward exists that will satisfy and benefit all constituencies."

Communications and Technology Subcommittee Chairman Greg Walden (R-OR) and Ranking Member Anna Eshoo (D-CA) today launched a bipartisan Federal Spectrum Working Group to examine how the federal government can use the nation's airwaves more efficiently.

Kerry and Graham Urge FCC to Save L2 Link Administration 4/11/2012

The Hill is reporting that Senators John Kerry (D-MA) and Lindsey Graham (R-SC) have urged FCC Chairman Genachowski in a letter "to work with industry and the relevant federal agencies to find consensus on alternate spectrum for LightSquared's proposed network," saying that doing so would increase competition and serve the public interest. The Senators also noted that "others have rightly pointed out that this situation raises the question of whether the agency should create receiver standards so that license holders operate only in their licensed spectrum," but indicated that tougher receiver standards for GPS devices is a long-term issue that is of little help right now to LightSquared.
 
Grassley Refuses to Lift Hold Link Administration 4/10/2012

reporting that Senator Grassley is refusing to lift his hold on FCC nominees Jessica Rosenworcel and Ajit Pai, despite the latest round of LightSquared-related documents provided by the FCC to the House Energy and Commerce Committee. The Committee, in turn, shared the documents with Senator Grassley.
 
Grassley Gets LightSquared Documents Link Administration 4/9/2012

Broadcasting and Cable and others report that a House Energy & Commerce Committee spokesperson said today that the committee has turned over FCC documents related to LightSquared to Sen. Chuck Grassley (R-Iowa). A spokesman for Sen. Grassley confirmed that account and said the Senator's hold on the nominations of Ajit Pai and Jessica Rosenworcel to the Federal Communications Commission would stand "pending document review."

of legally enforceable codes of conduct, as well as procedures to foster the development of these
codes. NTIA invites public comment on these issues from all stakeholders with an interest in
consumer data privacy, including the commercial, academic and civil society sectors, and from
federal and state enforcement agencies.

Mark Paoletta, counsel to Harbinger, sent a letter to Senator Grassley addressing concerns about the nature of the relationship between Philip Falcone/LightSquared and Todd Ruelle of Fine Point Technologies and allegations the company might be trying to get the Senator to "pull punches" in his investigation.
